Erased Windows Downloads Folder... How Do I Get it Back?

I went to the dedicated "Downloads" folder in Windows 10 Operating System. I right clicked and erased it. It deleted the contents of the folder. Questions:

1. Why does it no longer allow me to access the downloads folder? It is still listed on my file tree as a folder but access is now denied. It no longer works.

2. Is this the correct procedure for wiping traces of old downloads in the past in the downloads folder, or will in only delete the existing contents ( it did delete those).

3. How do I repair the damage caused to my downloads folder which now no longer appears to work? And what is the correct way to wipe folder without deleting the folder itself?
