Invalid Boot.INI file

Let me preface this by saying I am in no way considered a techie in any sense of the word, so bear with me if some of this does not make sense.

I recently downloaded a version of Eraser in order to prep my older Dell as a contribution to a youth group. I ran the clean up free space piece first and then had to wait to get back to finish the security clean up. I just turned the computer on and I'm getting an error message at start-up that says Invalid Boot.INI file. Windows could not start because the following file is missing or corrupt: Windows root/system32/hal.dll is missing or corrupt

I put in the DELL operating system reinstallation CD an rebooted but that didn't work, nor did the Back-up of Dell installed programs CD.

And since I can't get into the system I can't even tell you what version of Eraser I used. I do know that it was downloaded from this site within the last month.

Can you help????

Just sign me desparate.
