In my opinion, users can unlock iPhone via iCloud if Find My iPhone is turned on. Just signing in to iCloud and select 'Erase iPhone'. After that, all the data including the passcodes will all be removed.
Besides iCloud, you can also use a 3rd-party tool such as PR iOS System Recovery to unlock your disabled iPhone without passcode in one click.
