In my opinion, users can unlock iPhone via iCloud if Find My iPhone is turned on. Just signing in to iCloud and select 'Erase iPhone'. After that, all the data including the passcodes will all be removed.

With Apple ID and Apple ID password, you can use icloud.com to unlock iPhone without passcode, and restore from iCloud backup files afterthen, but if you forgot iPhone passcode, and without Apple ID and passcode, the best method is Eelphone iPhone Unlock, when connect locked to the tool, and then unlock iPhone without passcode.
