no permission to access when i try to delete files

I am trying to clear a 2.5inch hard drive in an external case connected via usb. It just had windows on it. But it will not delete any files as it says their is a permission error in the schedule logs.

I have done a quick format and still says the same, I m currently doing a full format to try again. Anyone any ideas please. It was a c drive from a laptop would that cause the problem, ?
