Format stops at 8%

Hi, I'd like to reformat my hard drive so that nothing could be restored as I'm planning on selling it. The problem I'm having is that the format stops at 8% every time. A quick format using the built in windows formatting tool works fine but the longer format in windows and the formats on eraser always stop. The hard drive looks empty when I open it but when I use Recuva to see if there is anything there most of the contents are still recoverable.

Eraser doesn't format drives; what, exactly, are you trying to do in Eraser? Which Eraser version and which OS are you using?
