Fall back to large block erasing if space is freed on a volume being erased

Description
We should be able to go back to large block erasure when we are erasing the MFT:
The reason is that disk volumes should not be assumed to have static disk contents, especially if it is a system drive. We should attempt to maintain a disk-full state for resident MFT file erasure as far as we can for it to complete successfully.
