Recurring Time Display Formatting Error

Description

My system preferences have a 24hr clock turned on, with no AM/PM display.

When a task is scheduled, a 12hr clock is displayed with no AM/PM option. When 14 is entered for the hour, 2 is displayed.

When system preferences are changed to include an AM/PM display, the AM/PM option is available, but the time is still shown with a 12hr clock.

This does not reduce the overall functionality of the program, but it does make creation and verification of scheduled tasks more difficult.

From http://social.msdn.microsoft.com/Forums/en-US/clr/thread/8744dda6-7011-440f-9152-55dd62fc66e2/, it seems like it's a bug in .NET Framework 3.5 (I did my own tests here on my machine as well and even after setting the time format to a 24-hour clock the time remained 12-hour)

I did a similar test with .NET 4.0 (used by the 6.1 builds) and the behaviour was different. Since .NET 3.5 has been released and Eraser 6.0 built on it, and with 6.1 being the newer version still under development, could you have a go with 6.1 (get a nightly build from the download page) and see if you can replicate this problem there?
