Erasing a folder is different from deleting a folder.
Erasing a folder involves renaming the folder a few times. Check that you are able to rename the folder before deleting it. Renames require delete+folder create+folder append permissions, which may not be available in the sandbox folder.

eraser just can't delete that empty folder
but why another tools can delete that folder....

Because, like I said earlier, deleting is different from erasing, which is really a rename and delete.

but why UltraSentry? can erase the sandboxie's folder and doesn't remain the empty folder

Maybe because they don't do an erase? Just a delete.

In all likelihood, their folder record/data erasure is done during an unused space erase, like Eraser does it; but Eraser also does this when removing folders and files, which UltraSentry may not.
I'm speculating; I've never used it nor seen the source code.
