Another option is to give the directory tree 'everyone' and "full control" access before trying to erase.
If data etc is stored in the registry or you have installed software etc etc - the only way to 100% clean the machine is to boot with DBAN wipe the partition and then reinstall -
when you delete a file its pointer is moved to the recycle disk location.
if you have been editing this file you may need to run a free space erase as well to ensure no fragments remain.

I suspect there are other application dll's being loaded when you right click on the recycle bin or do you have several drives as eraser has to cycle through them all.
Sounds like you need to create a transactional type entry in the queue showing the file was erased and then cleared after - You will have to modify the source for this.
See under eraser settings the check box for plausible identity - also you could created an encrypted container via true crypt and use that to store your files. Then erasing the container is just one file.
