I think that these 'balloons' are implemented as system tray notifications. If so, you can right-click on the system tray and select 'Customise notification icons', then change the setting for the Eraser icon. Unfortunately, you can only turn off the notifications if you also turn off the icon display. Also the setting is global for Eraser; you cannot choose the notifications you want to turn off.
