Can someone help me delete this file?

That's a Youtube video, shouldn't you just delete it on Youtube itself?
 
Rename the file right inside to some name shorter and then delete (or erase) the top folder.

File/Rename but nothing happens no prompt to rename

Also when I select the file then File/Delete from the menu nothing happens

Right clicking the file there are only two options send to and print, which is not normal
 
It's because the file name is too long. It's a known problem that Windows XP cannot handle this - you'll have to find an alternative file manager to rename it. I'm not sure if the command prompt will allow you to rename the file either.

I figured out a way I cut the folder paste it on C:/ then I was able to delete it because the folder name is shorter
