Always get the error message.
 
Then you probably can't erase index.dat.

If you really want to erase it, you can try killing explorer.exe before running the task again. While Eraser has got an unlocker that can close handles on most files, it isn't foolproof and it does use relatively undocumented APIs to achieve that.
