Drag and Drop from Recycle Bin

Hi,
I am configuring Eraser for a customer, and he does not want the right click menu options (shell extenstions, I believe?) enabled. Why can't I drag files from the recycle bin to the task list? Is there an option to allow this? File chooser doesn't see the recycle bin either - same question.

Recyclebin = right click then choose erase

That's the message I got when I ran "regsvr32 /u erasext.dll"

What does it mean?
