Erase unused space problem

The final report gives my a list of files within the WINNT folder which it could not erase. No reason given.
HOWEVER, in the the list in winhelp.exe
Why was it trying to erase winhelp.exe at the WINNT root :?
 
It was trying to erase the clustertips not the file. Any file that is in use cannot be locked for this action and so cannot have it's tips erased.
