Eraser fails to delete index.dat file

I receive the following message when i try to delete the dat file via "On-Demand" (OS: windows 98):
Failed C: \WINDOWS\Cookies\index.dat (The process cannot access the file because it is being used by another process.)

The index.dat file is 49 KB, seems small considering my internet usage. How can I delete the index.dat file with Eraser? I was able to erase the cookies.

The index.dat file, like other locked files, can only be overwritten with a boot-time erase. This is an option in the Eraser Scheduler.
