Eraser missing from Windows 10 Recycle Bin after upgrade

Windows 10 Creators Edition (1703 and 1709). Verified on multiple computers. 64-bit.

When right-clicking on the Recycle Bin, Eraser is gone. Disappeared. Like it never existed.
Right-clicking on the file itself can still erase, but it's gone from the Recycle Bin.

Same problem. Windows 10 Pro 64 Build 17763. Eraser works in all other scenarios, just not with Recycle Bin.
