outlook express files reappear after erasure

When I use Eraser to erase certain Outlook Express files they disappear briefly and then reappear. Can anyone tell me how to permanently erase them?
 
This sounds like Outlook express is running on your machine and just recreating them everytime it starts up.

Have you checked if outlook is running?
