An ongoing issue is still alive in 5.8

The top pic is of 5.6 - the inactive icons are shown grayed out, they are just the WRONG icons.
The bottom is 5.7 or 5.8, the correct icons are shown, but when greyed out they disappear.
Am I nuts?
