Overwriting "Cluster Tip Area" during Free Space/S

I wipe the Windows “Swap File” by disabling virtual memory, rebooting, shutting down all background programs and wiping free space. My system will not boot with a fixed-size ”Swap File”. I usually used the DoD 7-pass method. How often is it necessary to enable overwriting of the “Cluster Tip Area”? Can the “Swap File” write to these areas anyway? TIA
