Installation without Internet

I've downloaded Eraser 6.0.9 onto a USB drive and am attempting to install it onto a computer that is not connected to the Internet. Apparently I must be connected in order to install the program? Is this true? Is there anyway to install (not download) it without the Internet? I'm not familiar with programs that need the Internet in order to install, only download.

I did a search of this forum, but didn't find anything on this topic.

The only thing that requires installation over the internet is the .NET runtime. That is a ~200mb download, of which the offline installer can be obtained from Microsoft.
