What is the best file recovering software... ? The ones used for computer forensics, top-notch state of the art software? Currently I'm using Recuva but I would like to know if there are better alternatives.

There's Recuva which most of us use, and there are commercial offerings like (I believe) those offered by OnTrack. I do believe that the reference would be Forensics Toolkit (FTK) used by information security practitioners, and if you're feeling brave, there's always WinHex.
